Because the FIA wants to clamp down on high noses. No doubt they intended that the 2012 cars would look more like last year’s McLaren, but because of the wording of the 2012 rules, only everything forward of the bulkhead (the point along the front axle) needs to be 55cm. Everything behind it can be 62.5cm, and so Caterham have clearly gone in for this split-level nose.
